France is once again gripped by political chaos following the stunning and abrupt resignation of Prime Minister Sébastien Lecornu who stepped down after a record breaking tenure of just 26 days. Lecornu’s departure marks the fifth prime ministerial exit in less than two years deepening a governance crisis that has plagued President Emmanuel Macron’s second term. The immediate catalyst for the resignation was the fierce and immediate backlash to the cabinet lineup Lecornu unveiled just hours before the government was due to hold its first meeting on a Sunday evening. The new cabinet which was largely unchanged and included several loyalists of Macron and the recently ousted predecessor, François Bayrou, failed to deliver the promised "profound break" with the past infuriating both opposition and key coalition allies.

Lecornu a close ally of Macron and formerly the Defense Minister became the shortest serving Prime Minister in the modern Fifth Republic’s history. His main task had been the almost impossible mission of securing parliamentary support for a crucial austerity budget aimed at reining in France's soaring public debt which has hit 114% of GDP. In an attempt to build consensus Lecornu had vowed not to use the special constitutional power that previous prime ministers had used to force budget bills through parliament without a vote. However his cabinet appointments were widely rejected especially by the right wing Republicans whose support was vital for a working majority. They openly objected to the retention of familiar faces and the appointment of former Finance Minister Bruno Le Maire as Defense Minister a move seen as a symbol of the very economic policies that had led to the current debt crisis.

Facing an immediate no confidence threat from a deeply fragmented National Assembly Lecornu conceded that the conditions for him to effectively govern were simply "not fulfilled". He publicly denounced the "partisan appetites" and lack of "selflessness" among political factions who refused to compromise for the national good. His resignation has amplified pressure on President Macron who is now left with few attractive options. Opponents across the political spectrum from the far right National Rally to the hard left France Unbowed immediately intensified calls for Macron to either dissolve the National Assembly and call snap elections or resign himself.

The political instability is now reaching a fever pitch with the looming deadline for the budget process and the prospect of a severe fiscal crisis looming over the eurozone's second largest economy. The unexpected turmoil sent the Paris stock market plunging with the CAC 40 index dropping sharply immediately after the news broke reflecting investor alarm over the uncertain governance of the nation. Despite accepting the resignation President Macron has asked Lecornu to hold 48 hours of last ditch negotiations to seek a path to "stability" indicating the desperate situation at the Élysée Palace to avoid another disruptive election that could further empower the anti Macron extremes. The fundamental difficulty remains the hung parliament where no single bloc can govern effectively leaving France in an unprecedented state of political paralysis.
